Dear All: Last Saturday, Texas Governor Gregg Abbott boarded a plane for an economic development tour of India which we have been following closely on social media, especially with our @USTechworkers X page. Also, this week, the U.S. Supreme Court (SCOTUS) sided with the Biden administration over the barbed wire being laid by the Texas National Guard (TXNG) along the Mexican border. Both stories present us with an interesting paradox. While in India, Abbott invoked the constitutional right of a state to defend itself. Although this is very much a states rights v. federal powers situation, his statements did not rise to the level the rhetoric many would have us believe, since SCOTUS’ order does not restrict the state of Texas from erecting barbed wire but does allow Border Patrol agents to take it down if it inhibits their ability to do their jobs. Meanwhile, Alejandro Mayorkas, Secretary, Department of Homeland Security had made it abundantly clear he would prefer border agents process rather than expel illegal aliens. You may recall the story from the Odyssey of Penelope, the wife Ulysses who when pressed to select a suitor said she would do so after weaving a funeral shroud for her elderly father. The shroud took three years to complete because every day she would work on the shroud and every evening, she would undo much of the day’s work. When the Border Patrol cuts down the wire, the TXNG will simply need to replace it. This game will continue until Governor Abbott arrests an illegal alien and dumps him/her back across the border, or, until the TXNG refuses to back down in the presence of federal troops. Only then will there be a true act of defiance against the federal government. Until then, like the suitors in Odyssey, we are all just watching Penelope weave. The paradox for the Texan conservative voter is that they call the events at the southern border an invasion yet turn a blind eye to their governor brokering deals in India that will continue the displacement of American white-collar workers with Indian workers through outsourcing and offshoring operations. When it comes to jobs, Abbott needs to make his trade policies congruent with his border policies. |

The U.S.-born citizen share has fallen twenty-nine points from 76% to 47% from 2000 to 2022. |
